Buller Street overhead

The Town of Ladysmith is proceeding in the coming weeks with an Alternative Approval Process (AAP) to permit the borrowing of funds for a new City Hall building as part of the Buller Street Revitalization Project.

This webpage was created to provide our residents with useful background information on the proposed project, including staff reports and past studies completed by consultants.  We will update the page prior to the AAP as new materials become available to share with the community.

The proposed Buller Street Revitalization Project is an exciting opportunity that brings together a new civic building serving Ladysmith’s residents and businesses, with a missing-middle housing initiative spearheaded by the Province.

The housing component would include roughly 95 rental housing units atop approximately 25,000 sq.-ft. of non-residential space containing a City Hall, as well as commercial and/or institutional space. 

On February 13, 2024, the Province launched BC Builds to lower construction costs, speed up timelines, and deliver more homes that middle-income people who live and work in B.C. can afford.

BC Builds is a new initiative that leverages government, community and non-profit owned and underused land with $2 billion in low-cost financing and a commitment of $950 million for the overall program.

The Town is among the 20 governments and organizations identified by the Province for potential partnership opportunities, subject to the result of our AAP.


So why a new City Hall, now?

Ladysmith’s current civic building at the corner of Roberts Street and the Trans-Canada Highway was opened in 1952.  The Town has completed upgrades to the roof, windows, and HVAC system to maintain the historical asset for future use.  However, we have long since outgrown the office space requirements to serve the public efficiently from this location. 

Similarly, Council meetings are now hosted off-site to accommodate larger audiences.

The upcoming AAP will allow residents to indicate whether they oppose the borrowing of $13,500,000 to fund the construction of the City Hall component of the Buller Street redevelopment project.
